First accordion should be open if there's only one accordion.
Search criteria looks like an accordion, but doesn't open if you click it.
Accordion state not remembered if you reject a referral, so you have to open it again each time.

Action List: Strings::pluralize_if needed on "You have 1 unprocessed Inbound Referrals"
Action List: "You have 0 unprocessed Inbound Referrals" can be removed now we have the menu items. This would help placate people who miss the inappropriate red colour, as the gold box would stand out more if it only appears when there's something in it.
