If an editor has fewer project rights than the user they are editing, the project section is disabled, and a message displayed. The rest of the user should remain active.

For each column:

1) Top section (User has unrestricted access (i.e. to all org/person types) etc) should be greyed out if the editor is a restricted user.

2) It should only display the projects the editor has either Full or Create New access to.

3) The checkboxes should be disabled if the editor does not have that permission, with a suitable title, e.g. "You do not have Create New access to Befriending, so cannot grant it"
